You got it right. This implementation is based on simplified shapley method discussed in following paper https://arxiv.org/pdf/1804.05327.pdf, which even Google references (https://developers.google.com/ads-data-hub/guides/shapley?hl=ca) in its implementation. The eq 13 on pg 7 in the paper linked clearly shows it is just linear weights.
